Targets

• Political targets for outcomes increases demand on services. If a government chooses to introduce more targets, there could be a shift in service delivery to accommodate them.

Proposed workforce impact

• An increased pressure and demand on the workforce working on focus areas (to the detriment of other areas not subject to targets) may occur.
