IntroductionRobust Workforce Planning Framework wheel

The purpose of R&D is to strengthen the current capability of the CfWI through developing, standardising and integrating our methodological approaches across all CfWI projects in order to continually strengthen the credibility of our work.

The R&D team does this through reviewing the performance of the existing robust workforce planning framework and driving progressive change to it by applying expert innovation and industry-wide best practice.

The principal objectives of our R&D work stream are:

· to learn from and share best practices in workforce modelling and analysis in the CfWI and with the health workforce modelling community at large

· to increasingly refine and improve the CfWI workforce planning framework.

Research Review of the Year 2014

The Research & Development team have recently published their Research Review of the Year for 2014. Over the year, the team has led some significant developments in the way that the CfWI and Horizon Scanning teams conduct their work.

This includes the Horizon 2035 project where the Horizon Scanning team is moving towards the end of the workforce modelling section of the Robust Workforce Planning Framework and is working on policy analysis. The Research & Development team are leading the way on assisting this work, guiding how structured policy analysis can start to form the links between the scenarios and the model.

Meet the Team

The Research & Development team is made up of the following people:

Head of Research and Development - Dr Graham Willis

Graham is the Head of Research and Development in CfWI. He has over 30 years’ experience in information visualisation, modelling complex systems and strategic consulting, for a wide range of clients across the public and private sectors in the UK and Europe. He has extensive knowledge of scenario generation and the use of system dynamics in understanding the implications of policy decisions. Since joining the CfWI, he has been responsible for developing an approach to robust workforce planning, in particular a framework that integrates horizon scanning, scenario generation, system dynamics modelling and policy analysis.

Professional Advisers

Dr Siôn Cave

Siôn is a technical consultant from Decision Analysis Services Ltd (DAS). DAS is a consultancy with expertise in solving strategic challenges using systems modelling and simulation methods. Siôn is expert in the application of systems thinking and system dynamics, and is a fellow of the Operational Research Society. Siôn has worked on projects for clients across the public and private sector. Sectors he has developed policy models for include health, justice, defence, education and technology. Siôn provided the CfWI with specialist system dynamics and systems thinking support.

  

Professor Michael Pidd

Professor Pidd is based in the Department of Management Science at Lancaster University and is known for his work in modelling and analysis, most recently in healthcare systems improvement. He has served as President of the Operational Research Society, and is a Companion of the Operational Research Society, a Fellow of the British Academy of Management and an Academician of the Academy of Social Sciences. He has also written a number of publications on modelling, computer simulation and performance measurement.

  

Professor Jim Buchan

Professor Buchan is based at the School of Health Sciences, Queen Margaret University, Edinburgh. He is also a Policy Associate at the European Observatory on Health Systems and Policies, WHO, Brussels, and Adjunct Professor at the University of Technology, Sydney, Australia. Jim has had wide experience of practice, consultancy and policy research on health sector human resources and has held roles such as senior HR manager at national level in the NHS in Scotland, and HR specialist at the World Health Organisation.

 

Professor Tony O’Hagan

Professor Tony O’Hagan is a Chartered Statistician and Emeritus Professor based in the Department of Probability and Statistics at the University of Sheffield. He has been able to serve the academic statistics community in a variety of capacities, including on the Research Section Committee and the Council of the Royal Statistical Society, as well as on the Board of the International Society for Bayesian Analysis. He has also given long-standing commitment to research and practice in elicitation by developing the SHeffield ELicitation Framework (SHELF).

  


Technical Papers

The R&D team shares its knowledge of best practice through an ongoing series of technical papers which focus on a variety of areas of workforce planning. This series of papers is also used to share new approaches that the R&D team has developed and may potentially include papers commissioned from external organisations and experts on topics of particular interest in the future.
