About

The Joint Action (JA) on European Health Workforce Planning and Forecasting is a three-year programme of work – running from April 2013 to March 2016 – involving partners representing countries and stakeholder groups from across Europe. The JA is part funded by the Health Programme of the European Union.

The general objective of the JA is to create a platform for collaboration and exchange between partners to better prepare for the future of the health workforce within Europe.

 

To do this, the programme is divided into seven specific projects or work packages (WP).  There are three core work packages (WP1, 2 and 3) which focus on the project management, dissemination and evaluation of the JA, and four that are focused on collecting and analysing information on health workforce planning in Europe: WP4 is concerned with European data collection and terminology, WP5 is considering quantitative methods of health workforce planning (HWF) and WP6 is focused on horizon scanning and qualitative methods of workforce planning.  

WP6 is led by the United Kingdom and the work is contracted to the Department of Health (DH). As a commissioned body for health workforce planning in England, the CfWI was asked by the DH to carry out this work with associated partners and collaborative partners, on behalf of all four countries within the UK.

 


Our work

Work package 6 was commissioned as changes in health system design, delivery and demographics are likely to have a significant impact on the future health workforce that is required. Some of these changes will be common across Europe and some of them may be linked. In order to do effective workforce planning these changes need to be identified and considered in a systematic way using long-term strategic thinking and planning (horizon scanning).

WP6 aims to:

  • identify and classify the various methodologies used to do qualitative health workforce planning across member states
  • estimate the future skills and competencies needed in the health workforce over the next 20 years.

In order to demonstrate the value of applying qualitative and horizon scanning methods, the CfWI conducted a pilot study with the Belgian Federal Public Service: Health. The general objective of the pilot was to incorporate methods used by the CfWI and the best practices identified through Joint Action work to improve specific parameters of the Belgian Health Workforce Planning Model.
